OASIS+ Contract Guide: Everything You Need to Know

Eric Coffie·2026-05-09·Contract Vehicles

If you've been in government contracting for any length of time, you've heard of OASIS. It's been one of the most important contract vehicles for professional services since 2014.

Now there's OASIS+ — the next generation. And if you're serious about federal professional services, you need to understand how it works.

What is OASIS+?

OASIS+ (One Acquisition Solution for Integrated Services Plus) is GSA's government-wide contract for complex professional services. It's a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (MA-IDIQ) contract with a massive scope.

Key stats:

  • $60 billion ceiling (and growing)
  • 10-year contract period (5-year base + one 5-year option)
  • Available to all federal agencies
  • Covers 8 technical domains of professional services

OASIS+ replaced the original OASIS contracts and consolidated several other vehicles. It's now the primary GWAC for complex professional services that cross multiple NAICS codes.

The 8 OASIS+ Technical Domains

Unlike contracts limited to specific NAICS codes, OASIS+ is organized by service domains:

Domain What It Covers
Management & Advisory Program management, strategic planning, organizational consulting
Technical & Engineering Systems engineering, R&D support, technical analysis
Scientific Research support, laboratory services, scientific consulting
Logistics Supply chain, transportation, maintenance support
Environmental Environmental consulting, remediation, compliance
Facilities Facility operations, real property management
Intelligence Services Intelligence analysis, security services (limited access)
Enterprise Solutions IT modernization, digital transformation, business process

You can hold multiple domains on the same contract. More domains = more task order opportunities.

OASIS+ Contract Pools

OASIS+ has separate contract pools to ensure opportunities for businesses of all sizes:

  • Unrestricted — Open to all businesses regardless of size
  • Small Business (SB) — Total small business set-aside
  • 8(a) — 8(a) certified businesses only
  • HUBZone — HUBZone certified businesses only
  • SDVOSB — Service-Disabled Veteran-Owned only
  • WOSB — Women-Owned Small Business only

Key insight: If you're a certified small business, you can potentially hold contracts in multiple pools. An 8(a) SDVOSB could compete in SB, 8(a), and SDVOSB pools.

How Task Orders Work on OASIS+

Getting on OASIS+ is just the beginning. The real money comes from task orders.

Here's the flow:

  1. Federal agency identifies a need for professional services
  2. Agency posts a task order solicitation to OASIS+ contract holders
  3. Contract holders in the relevant domain(s) submit proposals
  4. Agency evaluates and awards the task order

Task orders can range from under $1 million to hundreds of millions. The competition is among contract holders only — you've already passed the initial "gate."

Finding OASIS+ Task Orders

Task orders are posted on:

  • SAM.gov — Look for solicitations referencing OASIS+
  • GSA eBuy — GSA's online procurement platform
  • Symphony — GSA's OASIS+ management portal

How to Get on OASIS+

Unlike the original OASIS which had a single on-ramp, OASIS+ uses a continuous on-ramp model. This means you can apply at any time, not just during specific windows.

Qualification Requirements

To qualify for OASIS+, you need:

  • Relevant experience: Demonstrated past performance in your target domain(s)
  • Active SAM.gov registration
  • Appropriate certifications (for socioeconomic pools)
  • Acceptable responsibility determination

The exact requirements vary by domain. GSA evaluates applications on a rolling basis.

The On-Ramp Process

  1. Review the OASIS+ solicitation on SAM.gov
  2. Identify which domains match your capabilities
  3. Prepare your proposal (past performance, relevant experience)
  4. Submit through GSA's portal
  5. Wait for evaluation (can take 3-6 months)

Strategies for Winning OASIS+ Task Orders

Being on OASIS+ doesn't guarantee work. Here's how to actually win task orders:

1. Target Agencies That Use OASIS+

Some agencies are heavy OASIS+ users. Research which agencies in your domain issue the most task orders. Focus your BD efforts there.

2. Build Agency Relationships Before Task Orders Post

By the time a task order hits the street, the agency often has a preferred vendor in mind. Get involved earlier:

  • Respond to Sources Sought notices
  • Attend industry days
  • Meet with program managers

3. Team with Complementary Contract Holders

Large task orders often require capabilities across multiple domains. If you specialize in one area, team with contract holders who cover others.

4. Monitor Task Order Patterns

Track which contract holders are winning in your domain. Analyze their strengths. Look for patterns in what agencies value.

5. Invest in Proposal Quality

Task order competitions are still competitive. The quality of your proposal matters. Don't assume contract holder status is enough.

OASIS+ vs. Other Contract Vehicles

How does OASIS+ compare to other options?

Vehicle Best For Key Difference
OASIS+ Complex professional services Multi-domain, cross-NAICS work
GSA Schedule Commercial services/products Pre-negotiated rates, simpler buying
Alliant 3 IT services IT-focused, different domains
STARS III IT for 8(a) businesses 8(a)-only IT vehicle
Agency IDIQs Agency-specific work Single agency, specific requirements

Many contractors hold multiple vehicles and choose based on the specific opportunity.

Common OASIS+ Mistakes

  1. Applying for too many domains — Focus on domains where you have strong past performance
  2. Ignoring task order deadlines — Response windows can be tight. Monitor constantly.
  3. Weak past performance narratives — Your application lives or dies on demonstrated experience
  4. Not teaming — Solo bids often lose to teams with broader capabilities
  5. Waiting for task orders — Proactive BD beats reactive proposal writing

Next Steps

If OASIS+ fits your business strategy:

  1. Assess your fit — Do you have relevant professional services experience?
  2. Identify target domains — Where is your strongest past performance?
  3. Review the solicitation — Understand current on-ramp requirements
  4. Build past performance — If you don't have enough, pursue subcontracting first
  5. Monitor opportunitiesTrack OASIS+ task orders in your domains

OASIS+ is becoming the default vehicle for complex professional services. If that's your business, getting on it should be a priority.

Frequently Asked Questions

What is the difference between OASIS and OASIS+?

OASIS+ is the successor to the original OASIS contract. Key differences include: continuous on-ramping (vs. specific windows), expanded domains, consolidated contract pools, and a new management platform (Symphony). OASIS+ has a higher ceiling and longer period of performance.

How do I get on the OASIS+ contract?

OASIS+ uses a continuous on-ramp model. You can apply at any time by submitting a proposal through GSA's portal. Requirements include demonstrated past performance in your target domain(s), active SAM.gov registration, and appropriate certifications for socioeconomic pools.

What is the OASIS+ contract ceiling?

OASIS+ has a $60 billion ceiling that can be increased. Individual task orders can range from under $1 million to hundreds of millions. The contract period is 10 years (5-year base plus one 5-year option).

Can small businesses compete on OASIS+?

Yes. OASIS+ has dedicated small business pools: Total Small Business, 8(a), HUBZone, SDVOSB, and WOSB. Task orders in these pools are only competed among contract holders in that socioeconomic category.

How long does it take to get on OASIS+?

The evaluation process typically takes 3-6 months from application submission. However, preparation time (gathering past performance, writing your proposal) can add several months. Plan for 6-12 months total from decision to contract award.

Where are OASIS+ task orders posted?

Task orders are posted on SAM.gov, GSA eBuy, and Symphony (GSA's OASIS+ management portal). Contract holders should monitor all three platforms to catch opportunities.
